i have to make a project file on topic communication facilities for disaster management i get info from where?

in a disaster usu police and military will work closely together. army has good comms facilities with cb radio, trunking etc. their lines of comms will not overload telcos where the public will jam the lines. army has their bases / camps located strategically and hence can coordinate their activities and help out in managing the disaster. the civil defence authority if not sophisticated in the country wld depend on the army too.
usu govt dept will appoint a chief spokesperson. they will hv contact person in each dept and each dept hv their own network of officers to relay info fr ground to the top and onto the national coordinator.
this network must strictly deal with info and news - no distractions. so the chief spokesperson can relay to the public with ease and no delay.
politicians must not interfere

the Salvation Army uses ham radio under SATERN
the Red Cross uses ham radio both locally and nationaly under the DSHR system.
